1. Phu Son Waste-to-Energy Plant
Location: Phu Son Commune, Huong Thuy Town, Thua Thien Hue Province.
Investor: EB Energy & Environment Co., Ltd. (a subsidiary of China Everbright Environment Group, China).
Total Investment: 1,700 billion VND (approximately $74.55 million USD).
Area: 11.234 hectares, including ash landfill areas, power generation facilities, and auxiliary structures.
2. Capacity and Technology
Waste Processing Capacity: 600 tons/day, handling approximately 220,000 tons of waste annually.
Power Generation Capacity: 12 MW/hour, producing 93 million kWh of green electricity annually.
Technology:
Multi-stage grate incinerator (Martin, Germany), compliant with Vietnamese Standard QCVN 61-MT/2016/BTNMT and EU 2010 emission standards.
Closed-loop leachate treatment system (reused within the plant); ash residue repurposed as construction materials.
3. Progress and Operations
Construction Start: November 2021.
Trial Operation: From September 1, 2023, to February 18, 2024, processed 43,423 tons of waste and generated 14.6 million kWh of electricity.
Official Operation: Initially planned for March 2024, inaugurated in April 2024.
4. Environmental and Economic Benefits
Reduced Landfill Dependency: Landfill rate for solid waste reduced to below 20%, aligning with the Prime Minister’s Directive 41/CT-TTg.
Pollution Mitigation: Replaces outdated landfills like Thủy Phương (closed due to overcapacity).
Sustainable Development: Supports Hue’s vision of a "green - clean - bright" city, promoting tourism and heritage conservation.
5. Key Features
BOO Model (Build-Operate-Own): Operational for 25 years (including construction and operation phases).
Environmental Controls:
Automated monitoring systems directly reporting to the Department of Natural Resources and Environment.
Emissions and wastewater treated to meet standards, eliminating odor dispersion.
Ash Recycling: 93% of ash reused; only 7% landfilled
6. Challenges and Future Plans
Challenges:
High investment costs (1,700 billion VND).
Inconsistent waste segregation at source.
Future Directions:
Attract FDI in renewable energy, such as EB’s projects.
Develop additional plants to achieve 100% modern waste treatment by 2030.
